Job Summary:

Join us as a Police Cadet if you are academically pursuing a career in law enforcement. Cadets provide various support services to the Roseville Police Department while gaining practical experience and a better understanding of our diverse community with the goal of advancing to a sworn police officer position. The role focuses on understanding community needs as they intersect with community policing and has multicultural and bilingual interactions on a continuous basis requiring tact, courtesy and good judgement.

The cadet position is a full-time, benefits earning, limited-term position. To be eligibility for health and retirement benefits, cadets must be available to work between 30-40 hours per week. Candidates must be currently enrolled in a two or four-year law enforcement or criminal justice program at a MN POST Board certified school. Full or partial tuition reimbursement opportunities for SKILLS will be evaluated on a case-by-case basis.

Essential Duties & Responsibilities
Scope of Responsibility:

The Cadet works varying hours and days of the week under the readily available supervision of the Lieutenant of Patrol and with direction from the Patrol Sergeant. The Cadet makes routine choices within established procedures and troubleshoots using proven alternatives. Interaction is frequent to provide basic information within the organization and to the public. The Cadet uses good judgment, remains calm in stressful situations and exercises tact, courtesy, professionalism, and the appropriate degree of confidentiality and discretion.

Cadets will have time scheduled to ride alongs with sworn officers for learning how calls are handled and to write reports as appropriate. Cadets will be assigned to the Investigative Unit for a portion of the Cadets tenure for assistance in investigating, processing evidence and taking an active part in concluding the case. This position will be assigned to the Community Resource Coordinator for a portion of the Cadet’s tenure to assist in Community Police projects and crime prevention activity.

Essential Duties and Responsibilities:

1. Assist Patrol Division as Directed by Supervisor

Take minor criminal and non-criminal reports in person and by telephone.
Issue citations for parking violations and other city ordinances in accordance with Department policy and as directed by the Duty Sergeant.
Assist licensed officers at traffic accidents, medicals and crime scenes.
Handle transports as directed by sworn personnel.
Assist in maintaining department equipment and property.

2. Support Police Administration
Assists the Department in focusing law-enforcement and crime-prevention strategies within diverse communities
Ability to communicate well orally and in writing, give effective public presentations, and establish and maintain effective working relationships with supervisors, officers, and other employees.
Knowledge of applicable city ordinances and state statutes.
Ability to handle animals properly and safely.
Ability to operate assigned vehicles safely.

Light office filing, typing, and data entry.

4. Animal Control
Issue citations for animal control violations.
Impound loose, injured, or dead animals.
Investigate animal complaints, including animal bites.
Compile and update animal license system.
Set up public information programs for animal control.

Minimum job requirements are specialized training beyond high school that can be obtained in one year or less and no years of related experience, or equivalent and preference will be given to minority candidates and those who have fluency speaking, reading and writing a second non-English language; Hmong, Karen, Somali, Spanish, or Thai are preferred. Job Summary:

The key responsibilities of a Police Officer are to enforce State and Federal laws and City ordinances; conduct preliminary and follow-up investigations of incidents, traffic accidents and crimes; protect life and property; prevent crime; promote community relations; provide the highest level of service to residents and visitors; and to perform all duties within the guidelines, policies, procedures, rules, and regulations set forth by the Department.

Scope of Responsibility:

The Police Officer works independently, with limited supervision and direction, under the assigned Sergeant and has the primary responsibility to respond to calls for law enforcement. This position functions as the City's first line of contact with the public regarding Police calls for service. The Officer position exercises considerable knowledge of state and federally laws and prescribed Policing standards and procedures requiring analysis, critical troubleshooting; the use of established practical and sound judgment, and is responsible for all related report writing.

This position frequently interacts within the department and the community to present detailed or technical information, gather input and feedback, provide explanations or responses, and performs advanced troubleshooting or analysis using judgment to select from multiple known alternatives. The Police Officer will recommend strategies, standards, and procedures consistent with organizational and department priorities. This position sets precedent within limits and administers operating rules and procedures under management guidance. This position provides daily analytical and tactical support for the division and is responsible for a wide range of duties that need to be performed completely with attention to detail and in a timely fashion.

1. Operations:

Attends regular and assigned training, drills and meetings to maintain and upgrade skills including drills, demonstrations, and technique trainings.

Investigations: Conducts investigations, processes evidence and takes an active part in bringing the case to a conclusion. Processes the scenes of crimes and accidents so evidence is located, identified, and preserved. Interviews witnesses and suspects within legal parameters to obtain all information necessary to bring the case to conclusion. Periodically contacts and updates complainant regarding disposition of the complaint. Ensures property and evidence is returned to its rightful owner upon final disposition of the case.
Testify in court: Able to provide credible testimony in criminal and civil courts.
2. Community Outreach & Education:

Performs crime prevention activities including public safety education within the City.
Serves as a representative of the City, performing duties in a courteous and professional manner that conveys a positive image of city government and that fosters cooperation and support with peers, superiors, citizens and other agencies.
Peaceful Assembly: Protects the rights of free speech and peaceful assembly and ensures orderly flow and access of traffic.

Minimum job requirements are successful completion of all steps necessary for MN P. O. S. T. licensing within six months of applying. Incumbent must be a United States citizen with no felony convictions in any state; possess the physical and psychological capabilities necessary to function in a law enforcement capacity and communicate clearly, both verbally and in writing; and successfully meet and maintain all requirements for state licensing and possess a valid Minnesota driver’s license in any state contiguous to Minnesota and be insurable. A Bachelor’s Degree in Law Enforcement or Related Field is desirable.

The Police Officer is responsible for varied technical, complex, and confidential functions, many of which are emergency based and require significant attention to detail. Approximately 80% of the time, work is performed at a high level of detail or pressure of deadlines. Most work is performed in outside the office environment, often in inclement weather and there is limited exposure to one or more disagreeable elements such as stress that may be intense at times. Work hours vary based on shift for the 24/7 operation. There is also limited lifting of over sixty pounds occasionally as well as the need to stand and sit for extended periods of time. Travel within the City will occur much of each day using a City squad vehicle.

Job Summary:

The Student Internship provides qualified students with practical work experience that compliments their academic course work, as well as course credit. It also provides the Roseville Police Department with an opportunity to involve college students in various aspects of police work. The Student Intern is a seasonal, non-sworn position providing technical and clerical support for the Investigations Unit of the Police Department. The position provides entry-level clerical, technical, and customer service support while building relationships with the community, external agencies, and staff. Students are able to gain valuable work experience, on-the-job training, and have an opportunity to develop a professional networking base for future positions in law enforcement.

The Police Intern may be assigned in a Community Liaison role to assist the Department in focusing on law-enforcement and crime-prevention strategies within diverse communities utilizing multicultural and bilingual interactions.


Scope of Responsibility:

Community Relations: Seeks to gain support and cooperation with the police function; protects a professional image of the department and profession; participates in and plans crime prevention and community safety programs; gives prompt and courteous service to residents and visitors; speaks to interested groups about police work and related subjects; assists in demonstrations of police equipment and/or methods for interested groups; cooperates with ride-along program; cultivates professional relationships with other City departments, community residents and business persons, and outside agencies.
3. Mentoring:
Mentors and provides limited training and direction to less experienced police personnel. May take a limited leadership role during calls for service, as assigned by a supervisor.
Keeps supervisor advised of emergency call response and investigative developments.
Preforms the duties of instructor for assigned training.
4. Administrative & Recordkeeping:
Administers or participates in projects and administrative duties assigned. Makes suggestions and participates in Police Department training, operations, and initiatives as assigned.
Completes proper check lists, maintains up-to-date records and reports damaged or improperly functioning equipment.
Meets departmental operating standards and procedures.
Performs other related duties and assumes responsibility as apparent or assigned.

Minimum job requirements are one year as a licensed law enforcement officer and successful completion of all steps necessary for MN P.O.S.T. licensing. Incumbent must be a United States citizen with no felony convictions in any state; possess the physical and psychological capabilities necessary to function in a law enforcement capacity and communicate clearly, both verbally and in writing; and successfully meet and maintain all requirements for state licensing and possess a valid Minnesota driver's license in any state contiguous to Minnesota and be insurable. A Bachelor's Degree in Law Enforcement or Related Field is desirable.


Key characteristics are knowledge of government and police services, problem solving and interpersonal relationship skills. Incumbent must successfully pass pre-employment testing which may include: backgrounding, physical and mental agility test, medical examination, drug screen, and psychological evaluation.

The Police Officer is responsible for varied technical, complex, and confidential functions, many of which are emergency based and require significant attention to detail. Approximately 80% of the time, work is performed at a high level of detail or pressure of deadlines. Most work is performed in outside the office environment, often in inclement weather and there is limited exposure to one or more disagreeable elements such as stress that may be intense at times. Work hours vary based on shift for the 24/7 operation. There is also limited lifting of over sixty pounds occasionally as well as the need to stand and sit for extended periods of time. Travel within the City will occur much of each day using a City squad vehicle.
